Roubini predicts universal basic income or socialism as AI reshapes work

Economist Nouriel Roubini predicts that artificial intelligence will force governments to choose between universal basic income and socialism to manage the economic disruption ahead. Speaking on Bloomberg TV, the economist known as “Dr. Doom” for his 2008 financial crisis warning argued that massive workforce displacement over the next 20-25 years will render traditional policy solutions obsolete.

“A large chunk of the population will be replaced by AI and robots in the next 20-25 years, so raising the retirement age will not be sufficient,” Roubini said in the Friday interview. “Eventually, we need some form of universal basic income for everybody while they work and once they retire. We’re already on the way.”

Roubini’s timeline centers on the arrival of artificial general intelligence—AI that matches or surpasses human cognitive abilities across most tasks. He estimates that this technological shift, which he calls the most significant in human history, will unlock staggering economic growth: GDP could accelerate from a baseline of 2% to 4% by the end of this decade, surge to 6% by 2040, and reach 10% by 2050.

The challenge lies in distributing that wealth. Roubini outlined two paths: “We’ll have either ex-post distribution—that is universal basic income—or we’ll have it ex-ante. Ex-ante means some form of socialism. Essentially, the government is going to take over some fraction of the big tech firms.” He noted that AI companies are already open to the idea, citing a Financial Times report that OpenAI has internally discussed giving the U.S. government a 5% stake as a mechanism for the public to share in AI’s financial upside.

The concept of government-backed income support for workers displaced by automation has circulated in tech and policy circles for years. OpenAI CEO Sam Altman previously suggested guaranteed income as a possibility, though he later distanced himself from the idea. Earlier this year, the U.K.’s minister for investment disclosed that the British government is actively evaluating universal basic income as a way to support workers in sectors vulnerable to AI displacement.

Roubini’s framing stands apart from typical apocalyptic AI narratives. When asked whether his forecast was bleak, he rejected the label entirely, calling the outlook “optimistic” because it assumes 10% economic growth and “machines doing all the work.” This vision aligns with predictions from Tesla and SpaceX CEO Elon Musk, who has forecast that AI and robotics will render traditional employment optional within two decades. “It’ll be optional, in that way, is my prediction,” Musk said on a podcast in December, comparing it to choosing whether to grow vegetables in your garden or buy them from a store.
