North Korean leader Kim Jong Un sent a congratulatory message to Russian President Vladimir Putin on Russia’s National Day on June 12, voicing full support for Moscow’s domestic and foreign policies, according to state media KCNA. Kim said ties between North Korea and Russia were strengthening into an alliance based on a comprehensive strategic partnership treaty, and pledged to “always be with” Russia.
The message underscores the deepening military and diplomatic bond between the two countries. Ties have accelerated amid North Korea’s deployment of thousands of troops to support Russia’s war in Ukraine, with estimates suggesting between 14,000 and 15,000 North Korean soldiers are fighting alongside Russian forces, according to Western officials and media reports.
Separately, Russian and North Korean officials visited a monument and cemetery of fallen Soviet Army fighters to mark Russia’s National Day, while Russia’s embassy hosted a reception for North Korean senior officials, KCNA reported. The dual commemorations reflect the official character of the relationship between Pyongyang and Moscow.
The two countries’ alliance has formalized over the past two years. Putin visited Pyongyang in June 2024 and signed a comprehensive strategic partnership treaty with Kim, which includes mutual defense provisions. Both countries ratified the treaty in late 2024, cementing their commitment to provide military assistance if either is attacked.
The treaty opened the door to further integration. Russia and North Korea agreed to open a key land bridge linking the two countries, with completion expected on June 19. Analysts say the bridge could facilitate trade and provide North Korea with additional means to circumvent international sanctions over its nuclear and missile programs.
North Korea has also supplied Russia with military materiel for its war in Ukraine. Officials in Washington and Seoul have accused Pyongyang of providing artillery shells, missiles, and other weapons for use against Ukrainian forces, though Moscow and Pyongyang have denied direct arms transfers, instead framing North Korean military support as part of their strategic partnership.
