State Assemblyman Robert Smullen dropped the Conservative Party line in New York’s 21st Congressional District on Friday, one day after meeting with President Donald Trump at the White House, according to North Country Public Radio.
Smullen lost the Republican primary to Sticker Mule CEO Anthony Constantino by nearly 19 points on June 23, 2026. Constantino had secured Trump’s endorsement in April, along with backing from Trump allies including Rudy Giuliani, Roger Stone, and Ohio Congressman Jim Jordan.
In a statement, Smullen said: “I am deeply honored to have met with President Trump and grateful for our discussions. I am confident in President Trump’s vision for this country and am energized about keeping NY-21 in Republican hands and finding an alternative path to continue public service myself.”
The retired Marine Corps colonel had entered the race with the backing of the state GOP, the Conservative Party, 12 of 15 county GOP committees, and dozens of elected officials. But Trump’s endorsement of Constantino proved decisive in the primary.
Smullen’s withdrawal eliminates a potential three-way general election race. New York is one of only two states without “sore loser” laws, which in most other states prevent primary losers from appearing on the ballot under another party’s line. That legal exception allowed Smullen to remain a candidate after his primary loss, but his exit now clears the field for Constantino to face Democratic nominee Blake Gendebien, a St. Lawrence County dairy farmer who won his primary handily.
Constantino thanked Smullen for withdrawing, stating in a statement: “It was a hard fought campaign that sharpened my skills and taught me a lot. I thank you for all your effort in this campaign and ongoing service to our nation.” Constantino will appear on the Republican and independent “Taxpayer Rights” party lines in November.
