Speaker Mike Johnson lost a pivotal procedural vote on Tuesday as more than a dozen House GOP hardliners blocked a rule that would have allowed debate and final votes on the annual Pentagon defense bill and other legislation, dealing a major blow to the speaker’s control of the chamber.
