Social Security announced significant improvements to the Supplemental Security Income program on July 24, 2026, with new initiatives under Commissioner Frank J. Bisignano aimed at reducing improper payments and improving service delivery to more than seven million beneficiaries.
The improvements, detailed in the 2026 Annual Report of the Supplemental Security Income Program, represent the first major operational overhaul of SSI in years. Commissioner Bisignano created a dedicated SSI Improvement Team in September 2025, marking the first time the agency appointed a lead executive specifically focused on the program, according to the Social Security Administration.
The SSI program, created in 1972 and launched in 1974, provides monthly cash assistance to aged, blind, and disabled Americans with limited income and resources. In January 2026, the program served approximately 7.4 million recipients, including about 1 million children under age 18, with federal monthly benefit amounts of $994 for an individual and $1,491 for a couple.
Among the key improvements announced are expanded use of the Access to Financial Institution (AFI) tool to identify improper payments early and prevent large overpayments, and full implementation of the Payroll Information Exchange (PIE) system to obtain timely wage reports from employers. The agency also streamlined SSI policy instructions for greater transparency and deployed technology improvements and call segmentation to enhance customer service.
“For the first time in the agency’s history, I named a lead executive and established the SSI Improvement office to transform the service we provide to SSI recipients,” Commissioner Bisignano said in the announcement. “We have made the program better for the people who rely on it and the SSA employees who support them.”
The SSI program has historically presented operational challenges for Social Security. Though SSI represents a smaller portion of overall benefit payments, it requires a significant share of the agency’s administrative resources and accounts for a large portion of improper payments in dollars, according to the SSA. The Improvement Team reviewed more than 170 recommendations to identify policy and process changes that could be implemented quickly.
Additional improvements include strengthening the control environment through enhanced non-medical redetermination processes, where the agency conducts scheduled interviews to verify ongoing eligibility, and working closely with recipients and their representatives to promote understanding of program rules. The agency also made business process changes such as implementing financial resource checks for all new SSI-Aged claims and prioritizing the completion of age-18 Continuing Disability Reviews.
