The Social Security Administration announced significant improvements to the Supplemental Security Income program on July 24, 2026, with the 2026 Annual Report of the SSI Program transmitted to the President and Congress highlighting new initiatives under Commissioner Frank J. Bisignano.
The improvements aim to reduce improper payments, increase accuracy, and deliver better service to the nation’s most vulnerable populations. Commissioner Bisignano created a dedicated SSI Improvement office and named a lead executive to oversee the transformation—described as the first time in the agency’s history that such a focused leadership structure has been established for the program.
The specific improvements include streamlining SSI policy instructions for greater transparency, deploying technology and call segmentation to provide better customer service, and expanding use of the Access to Financial Institution (AFI) tool, which allows the agency to identify improper payments early and prevent large overpayments. The administration is also fully implementing the Payroll Information Exchange (PIE) system to prevent improper payments through timely wage reporting and to reduce the reporting burden for recipients.
Additional measures strengthen the control environment through tools like the SSI non-medical redetermination process, where the Social Security Administration conducts scheduled interviews with recipients to determine ongoing eligibility. The agency is also working closely with recipients and their representatives to promote understanding of the SSI program and maintain trust.
The Social security program serves more than seven million aged, blind, and disabled Americans with limited resources who rely on SSI benefits to meet basic needs for food and shelter. The program has provided financial safety for more than 50 years and is funded from general tax revenues rather than Social Security taxes.
“Under President Trump’s leadership, we are protecting and strengthening Social Security for all Americans, including the nation’s most vulnerable,” Commissioner Bisignano said of the improvements. “For the first time in the agency’s history, I named a lead executive and established the SSI Improvement office to transform the service we provide to SSI recipients. We have made the program better for the people who rely on it and the SSA employees who support them.”
