Nancy Mace signs Major Richard Star Act discharge petition, her office says

Rep. nancy mace signed a discharge petition on Tuesday that the House clerk shows is linked to H.Res. 1247, the Major Richard Star Act.

The signature, confirmed by Roll Call, gave the petition the 218th member needed to move the measure toward a floor vote.

The Major Richard Star Act (H.R. 2102) would let more combat-injured veterans receive both full military retirement pay and Department of Veterans Affairs disability compensation, according to the bill text posted on Congress.gov and the Clerk’s discharge-petition record.

Roll Call reported that Mace provided the 218th signature on Tuesday night, and the House Veterans’ Affairs Committee Democrats posted on social media thanking her for joining the petition drive.

The clerk’s Discharge Petition No. 22 record lists the petition sponsor as Rep. Mark Takano and shows signature dates through September 15, 2026; it links directly to H.Res. 1247 as the procedural vehicle for consideration of H.R. 2102.

Roll Call noted the bill has bipartisan support but has stalled over how to pay for expanded benefits; it cited an estimate that the increase in retirement pay would cost about $11 billion.

Under House rules, once a discharge petition reaches 218 signatures any member who signed it can call for a discharge motion; if a member does, the House must vote on the motion within two legislative days, according to the clerk’s petition page.

Because the House is scheduled to leave town Wednesday until after the midterm elections, Roll Call reported a floor vote on the Star Act itself is likely to wait until November.
