On August 19, Trump hosted the CEOs of leading crypto companies—including Coinbase, Kraken, Robinhood, Ripple, and ChainLink—at the White House to advance the CLARITY Act before Congress. The Digital Asset Market Clarity Act would divide regulatory authority between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), establishing clear rules for digital commodities, network tokens, and other crypto assets.

The market reaction reflects investor relief at the prospect of ending years of regulatory uncertainty. Cody Carbone, CEO of The Digital Chamber, told Fox Business that the meeting signaled the Trump administration’s commitment to making the U.S. the “crypto capital of the world.” He emphasized that the CLARITY Act would provide “durability” to the regulatory framework, giving builders, issuers, and platforms certainty about compliance for decades to come.

Trump called for a “fair version” of the CLARITY Act in his opening remarks, reflecting ongoing negotiations between Republicans and Democrats over ethics provisions. Democrats have pushed for rules preventing public officials from profiting personally from crypto, while Republicans have resisted what they view as overly restrictive measures. The sticking point has delayed the bill’s progress through Congress, and the Senate left for its August recess without holding a vote.

The timeline for passage is tightening. Carbone noted that September represents the last realistic opportunity to pass the bill this year, as the legislative calendar becomes increasingly crowded after that point.

If the CLARITY Act fails to advance in September, regulatory agencies may move independently. SEC Chairman Paul Atkins and CFTC Chairman Michael Selig have indicated they would implement many of the bill’s provisions through the regulatory process, though industry participants prefer a legislative solution for stability. Carbone said the SEC and CFTC are prepared to move “very quickly” if Congress does not act.

The crypto sector has endured a difficult year. Bitcoin remains about 40% below its October 2025 high of roughly $126,000, and crypto-linked stocks have underperformed broadly. The CLARITY Act is viewed across the industry as a potential catalyst to end what has been called a “crypto winter” that began in late 2025. Regulatory clarity could unlock institutional investment and broader adoption, analysts suggest, by removing the legal ambiguity that has constrained the sector.

Carbone drew a parallel to the GENIUS Act, which created a regulatory framework for stablecoins. He noted that the stablecoin market “almost doubled overnight” in the first year after that bill passed, suggesting the CLARITY Act could have similarly transformative effects across the broader digital asset market.
