Sand’s agenda also calls for establishing an Office of Rural Prosperity as a centralized resource to help rural Iowans navigate state and federal assistance programs. “This all can be incredibly complicated and having someone who really knows the answer to that, that can be the first place to go is going to be really helpful,” Sand told Radio Iowa. The plan includes a rural housing task force to explore affordable housing solutions, including accessory dwelling units (ADUs) on existing properties, and mentoring programs for new and young farmers.
Additional proposals target agricultural innovation and small-business support. The agenda aims to boost state investments in local and regional food systems and to identify ways to convert manure into renewable natural gas that farmers can use and sell. Sand also suggests adopting an Ohio-style program offering technical assistance, training, and financial help to small businesses with fewer than 10 employees, cutting red tape for entrepreneurs.
Sand’s economic platform comes as Iowa faces significant economic headwinds.
