Senator Bernie Moreno sought unanimous consent on the Senate floor on July 27 to pass the House’s Stop Insider Trading Act, which would ban members of Congress, their spouses, and dependent children from purchasing individual stocks while in office and require physical photo identification to receive a ballot.
The House passed the legislation on July 22 by a vote of 232-198, with bipartisan support including 13 Democrats joining all voting Republicans. The bill combines two separate provisions: a ban on congressional stock purchases and a federal voter ID requirement.

The Senate effort stalled almost immediately when Democrats objected to the combined measure. Senator Alex Padilla of California blocked a unanimous consent request on July 28, calling the bill a “political gimmick” because it exempts the president and vice president—officials with the greatest ability to move markets—while adding voter ID requirements to an otherwise bipartisan insider trading proposal.
The Stop Insider Trading Act would prohibit new stock purchases by lawmakers and require seven days’ public notice before selling any securities, with legal and financial penalties for violations. Supporters argue the restrictions address long-standing concerns about members of Congress using nonpublic information to profit at the expense of ordinary Americans.

Moreno, an Ohio Republican, has long championed restrictions on congressional trading. In April 2026, his resolution to ban senators from trading on prediction markets passed the Senate unanimously. However, the addition of voter ID language to the insider trading measure has transformed the stock trading debate into a partisan dispute over election rules.
Democrats have objected to tying voter ID requirements to financial reform legislation, with some calling the combination an attempt to advance a separate partisan agenda. Republicans counter that voter ID is a common-sense election security measure. The disagreement leaves the insider trading ban stalled in the Senate, despite bipartisan House support for the core stock trading restrictions.
