Jay Clayton’s SDNY office charges 13 in stolen car conspiracy

Thirteen defendants have been charged in a stolen car conspiracy that moved approximately 100 vehicles worth millions of dollars through New York and beyond, U.S. Attorney Jay Clayton announced on June 8, 2026. The defendants are accused of conspiracy to possess and sell stolen vehicles, wire fraud, and conspiracy to commit wire fraud.

According to the indictment unsealed by the Southern District of New York, the defendants and their co-conspirators operated the ring from June 2024 through May 2026. They stole cars from New York City residents, then employed a systematic scheme to conceal the vehicles’ origins before reselling them to unsuspecting buyers.

The defendants altered Vehicle Identification Numbers (VINs) on the stolen cars and replaced federal certification labels with fraudulent ones bearing the fake VINs. They then took the vehicles for oil changes and inspections to create false maintenance histories that would appear legitimate to potential buyers. The group advertised the stolen cars on social media marketplaces and completed sales in person.

“As alleged, the thirteen defendants charged here shattered that everyday expectation,” Clayton said in a statement. “By acquiring stolen cars, concealing their origin, and selling them to new victims, the defendants fostered a market for rampant theft, disrupted New Yorkers’ lives and security, and bilked innocent buyers out of their hard-earned dollars.”

Nine of the defendants were arrested and seven were arraigned in Manhattan federal court before U.S. Magistrate Judge Jennifer E. Willis. One defendant was arrested in the Western District of New York and detained, while the remaining defendant was scheduled for presentation the following day. The defendants face maximum sentences of five years for conspiracy to possess and sell stolen vehicles, and up to 20 years for wire fraud charges.

This case reflects a pattern of organized auto theft in the region. In November 2025, the same federal office charged eight men in a similar conspiracy that stole more than 100 cars, primarily Honda, Acura, and Jeep vehicles, between March 2022 and November 2025. That operation also involved altering VINs and creating fraudulent vehicle histories to deceive buyers across the East Coast. The recurring nature of these schemes underscores the persistent challenge of organized car theft networks targeting New York residents.

The investigation was led by the NYPD Auto Crime Division Major Case Team, Homeland Security Investigations (HSI) New York Seaport Trade Group, and the New York City Police Department. The case is being prosecuted by the Office’s General Crimes Unit, with Assistant U.S. Attorneys Robert S. Ruff and Bridget G. Johnston handling the prosecution.
