Virginia launched a statewide solar panel group-buying program on July 13, 2026, becoming the first state in the nation to offer such an initiative across the entire Commonwealth, according to Governor Abigail Spanberger’s announcement. The program, called Switch Together, helps households save an average of 23 percent on solar installations—roughly $6,300 on a typical system—and the U.S. Department of the Treasury estimates participating households could save approximately $2,200 yearly on electricity costs.
Switch Together organizes a reverse auction where qualified solar installers compete to offer their most competitive prices, ensuring participants receive discounts on high-quality installations. The program also offers discounts on battery storage systems and, in many locations, heat pumps. Participants can access additional incentives beyond the group purchase discount to further lower their costs.
The initiative is run by national nonprofit Solar United Neighbors in partnership with local governments and requires no direct expenditure of state funds. “By using the power of the free market, leveraging the Commonwealth’s buying power, and cutting out middlemen, we are creating significant discounts for families and businesses,” Governor Spanberger said in the announcement.
The 2026 Switch Together Virginia campaign is open through October 15 and is available in more than 100 localities across Virginia, with plans to expand to every community. Residents can join for free with no obligation and receive a personalized recommendation on whether home solar is a good fit for their property.
Switch Together previously operated in only a handful of localities across Virginia and the country. Governor Spanberger’s move to expand it statewide builds on her broader focus on making energy more affordable and reliable for families. Some Virginians who participated in earlier Switch Together campaigns are now paying zero dollars for electricity on their monthly utility bills, according to the governor’s office.
Brandon Praileau, Virginia Program Director for Solar United Neighbors, noted that the expansion removes barriers to adoption: “If you’ve ever thought about going solar, now’s a great time to do it. And by going solar through Switch Together, you’ll have expert support every step of the way.” The program is supported by partnerships with multiple cities and counties, including Fairfax County, which has already seen success with similar group-buying initiatives.
