Kosovo: Significant progress in justice system achieved

Prishtinë, Apr 4, 2006 – The Organization for Security and Co-operation in Europe (OSCE) said that after six years, Kosovo has marked improvement in justice sector, but still reforms and consolidation in the system are needed.

They made these comments at the press conference, publishing the seventh report on Criminal Justice System of Kosovo, prepared by the OSCE Department for Human Rights and Rule of Law.

The Head of the Department, Henry McGowen said that the Legal System Monitoring Section (LSMS), which is part of the OSCE’s Human Rights and Rule of Law Department, monitors the justice system, assessing its compliance with domestic and international human rights standards, and recommending sustainable solutions to ensure that these standards are respected.

He said that the first part of the report illustrates the impact of OSCE recommendations and acknowledges the progress that has been made during the last six years in establishing new institutions, conducting major legislative reforms, and raising the standards of professional practice of judges, prosecutors, and defence counsel in certain areas.

The second part of the report analyses the recommendations that have not been implemented satisfactorily. “Those recommendations were addressed to UNMIK institutions, judges, prosecutors, defence counsel, and the international judges and prosecutors program,” he said.
